September 17, 2015 is the magical day. Applying cold temperature corrections to certain instrument approaches goes from being recommended to being mandatory. Pilots without temperature compensating aircraft must calculate and make a manual cold temperature altitude correction for cold temperature restricted airports to the designated segment(s) of the approach using the AIM 7-2-3, ICAO Cold Temperature Error Table when the temperature is at or below the temperature specified for that airport.
A snowflake symbol is being added to affected instrument approach procedures (IAPs). Pilots must advise ATC when you apply the corrections in the intermediate and/or missed approach segment. You don't need to advise ATC when correcting altitudes in the final segment of an IAP.
The official list of Cold Temperature Restricted Airports is published in NOTAMs, Part 4, Section 1.
Advanced Aircrew Academy's Winter Operations / Surface Contamination eLearning module has been updated with examples on how to apply the correction. The eLearning module has also been updated for the 2015/2016 Holdover Time Tables and FAA SAFO 15009.
