No more instrument approaches into Telluride, CO (KTEX) for the Beechjet

The VREF / VSO speed did not change for the Beechjet, so why change the approach category?  The FSB said because of the limitation to fly at Ref +5 for a coupled approach they determined that should move the aircraft to be in approach category C. The coupled approach speed limitation is not new either. So why after 25 years of operating safely in category B for straight in approaches should a paperwork review drive a revision to the FSB report limiting the minimums, and in some cases airports, that can be used? What is even more silly is if I hand-fly the aircraft where this Ref +5 limitation does not apply, I am still stuck with being a category C aircraft for instrument approaches.

Can we sequester the publication of this revision to the FSB report?
